Constitution

Article 1: General Principles

 

Section 1 (Objects)

Japan Rubber Band Gun Shooting Association, hereinafter referred to as the Association, shall have the object of the robust expansion of shooting with rubber-band-gun, the promotion of friendship and the exchange of information among devotees.

 

Section 2 (Articles)

The Constitution shall be provided and applied by the Council stipulated in Section 1 of Article 4. The Constitution may be amended appropriately by the requests from Senior Directors, Directors and members, or by considering various situations, laws, regulations and so on.

 

Article 2: Concept of Rubber-Band-Gun

 

Section 1 (Rubber-band-gun)

The definition of rubber-band-gun in the Association shall be limited to the device to discharge a rubber band with its own stretching force. Any device that enables to discharge anything else than rubber bands shall not be included. The device requiring to use a part or all of human body shall be out of the definition of rubber-band-gun.

 

Section 2 (Rubber band)

Any rubber band made from rubber that the Council appointed under Section 1 of Article 4 approves as rubber shall be regarded as a rubber band, regardless of component, product name, manufacturer, or any restriction of other organizations. Shape, weight, color, or stretch rate shall not be counted.

 

Article 3: Membership

 

Section 1 (Requirements for membership)

Any limitation including nationality, race, domicile, age, sex, or possession of rubber-band-gun shall not be set on the membership. However, no person shall be a member if his/her admission has been rejected or he/she has been displaced by the Council appointed under Section 1of Article 4.

 

Section 2 (Admission)

The applicants for admission shall deliver their address, name, date of birth, sex, phone number and whether or not they possess a rubber-band-gun, to a Senior Director or a Director by any means including verbal message, memo, fax, E-mail, and may become a member by the issue of memberfs card of the Association.

 

Section 3 (Resignation/Re-admission)

A member may resign from the Association at any time by expressing the will to a Senior Director or a Director. The way to deliver the will to resign including verbal message, memo, fax, E-mail, is not restricted but the memberfs code should be always stated. In case those who used to be a member desire to admit again, they may be a member through the procedures in the preceding section. However, 3 months interval should be taken after the resignation in order to avoid frequent resignation and re-admission.

 

Section 4 (Memberfs card)

The Association shall issue a memberfs card to the applicants describing the specific memberfs code. This memberfs card does not have any effect as a public certification or personal identification. In the margin for facial portrait on the card, any portrait that they like may be attached. It is not necessary to carry the card to a competition or meeting of the Association. Although the card does not have expiry, in case it gets extremely decrepit or lost, the Association may reissue.

Section 5 (Budget)

Basically, the Association shall not collect memberfs fee. Any expenses for the membersf meeting including the Council and a competition, and its related expenses shall be borne equally by the participants thereof. The Association shall have no concern with any expense including transportation or meals relating to the above. Any duty of Senior Directors, Directors, heads of branch including ordinary member, or whatever the status is, shall not be paid reward for.

 

Article 4: Organization

 

Section 1 (The Council)

Plural numbers of Senior Directors shall be appointed from members. The method of appointment and the term of office shall not be set up. The duties of Senior Directors shall be to examine and approve the application of admission, review the Constitution, set up the specification, establish and amend the Rules of Official Match, displace a bad member, examine the re-admission, certify an Official Craftsman of Rubber-band-gun and an Official Shooting Range, and so on.

 

Section 2 (Director)

The Council may appoint a Director from members in accordance with the necessity of duties. A Director may have posts of a Senior Director and a Head of Branch. The duties of a Director shall be to support a Senior Director such as the management of competition and the representative acceptance of application for admission.

 

Section 3 (Honorary Membership)

In the members, a person who especially has contributed to the Association may be given the title of honorary member. However, the member thereof shall not have any privileges different from other members including a Senior Director, a Director.

 

Section 4 (Head of Branch) (amended on 24 Apr. 2002)

In each district, a Head of Branch shall be appointed from adult members. Each prefecture (To, Do, Fu, Ken) and each municipality (Ku, Shi, Cho, Son, or city, village) shall have a Head of Branch respectively, and the title thereof, basically, shall be automatically given in order of admission and delivered to the member with the issue of memberfs card. In the absence of a Head of Branch of a prefecture, the appointment of it shall be prior to that of a municipality. In case of where there is no adult member, a branch shall be established but without a Head of Branch. In case a minor member reached majority where therefs no Head of Branch, he/she shall automatically become the Head of Branch therein. In the government ordinance cities where therefs a Ku in a Shi, a branch shall be established in each Ku.

 

Article 5: Prohibited activities

 

The members of the Association should preserve the Articles and be prohibited from doing the following acts.

  1. To give a damage upon the honor of the Association and members.
  2. Act against public decency.
  3. To abuse the name of the Association at a certain meeting or event in vain. (amended on 19 Aug. 2003)
  4. Act and behavior that will disturb the activity of the Association.
  5. To conduct direct sales or offer services by using the name of the Association.
  6. To establish and operate an organization similar to the Association.
  7. Act in breach of laws and regulations of Japan and other countries.
  8. To make a speech to mass media as a representative of the Association without permission of a Senior Director. (amended on 19 Aug. 2003)

 

Article 6: Permission and certification

 

The members of the Association shall be allowed to use the membership in accordance with the following conditions.

 

Section 1: (No permission necessary)

Acts requiring no permission of the Council

1.     To announce the membership to the third party.

2.     To print the membership as a title on the business card for private and business use, or on any other media.

3.     To show and disclose a memberfs card.

4.     To solicit a new member.

5.     To hold a competition under the name of the Association except to use the title that will remind people of the national scale or larger than that. (amended on 19 Aug. 2003)

 

Section 2: (Permission necessary)

Acts requiring permission of the Council

1.     To use the name or logo of the Association for profit.

2.     To link the homepage of the Association with other individuals or organizations.

3.     To hold a competition under the title that will remind people of a national scale or larger than that. In case of holding a competition with the same scale as the preceding one, more than 90 days interval shall be taken, and to hold such a competition shall be limited to once a year. Section 3: (Certification)

Certification of Official Craftsman of Rubber-band-gun, Official Shooting Range, Grade and so on (amended on 24 Apr. 2002)

A member of the Association may be certified as an gOfficial Craftsman of Rubber-band-gunh or an gOfficial Shooting Rangeh and given the certificate by applying to the council if it was approved by the Council under Section 1 of Article 4. Moreover, regardless of membership, those who are profitable, favorable and cooperative including an individual, an organization, a company, may be given a certificate in the name of certification or designation. For the certification thereof, the following conditions shall be fulfilled generally.

 

1.     Official Craftsman of Rubber-band-gun

·      Being a member of the Association.

·      Having experience of gun making in accordance with the rules of official match of the Association.

·      Capable to make a safe rubber-band-gun with robust structure and smooth performance.

·      Having experience to transfer the gun of his own making to the third party, regardless of whether or not compensation is received.

 

2.     Official Shooting Range

·      The manager of the range must be a member of the Association.

·      The range must be installed permanently or always prepared equal to it.

·      The safety of target area must be secured.

·      The range must be able to have more than any 2 matches of the official matches of the Association.

 

3.     Approval of Grades (newly added 25 Jan. 2003)

According to the respective skills and results of activities, the following Grades shall be given to the members of the Association by fulfilling the conditions hereinafter.

·      First-class instructor of rubber-band-gun craftc

Need experience of hosting a workshop or being instructor.

·      Second-class instructor of rubber-band-gun craftc

Need experience to support workshop.

·      First-class instructor of rubber-band-gun shootingc

Need experience of hosting a competition.

·      Second-class instructor of rubber-band-gun shootingc

Need experience of judge at a competition.

·      Official Craftsman of Rubber-band-gunc

Need skills to make a gun that fulfills the rules of official match.

4.     Other approvals (amended 25 Jan. 2003)

·      No register of membership is necessary.

·      An individual, an organization, a company, the premises or products of an individual or an organization, or a product of a company which does not apply to the preceding item 3 shall be eligible.

·      Those who are recognized as profitable, favorable and cooperative on the Association or its activities shall be eligible.

·      A person, an organization or a company who is glad to be approved shall be eligible.

The above conditions shall be rough standards but not absolute requirements. The approvals thereof shall be given flexibly by considering the circumstances.

Article 7: Indemnity (amended on 24 Apr. 2002)

 

The Association shall not take any responsibility on any conflicts of members or relating to handling rubber-band-guns. The Association shall not ensure that the membership or the experience of being a member of the Association will bring any interest to a person thereof. The Association shall not ensure that the membership or the experience as such will never bring any disadvantage to a person thereof, either.

 

Article 8: Copyrights

 

The copyright of the Constitution, Official Match Rules, and any other written material including pictures shall all belong to the Association regardless of any medium such as printed material, homepage, and so on, except for the contents of other linked websites in case the sentence or pictures to be used in such media has a legitimate offerer.
